All telecommunications carriers that wish to participate in the Rural Health Care Program must have a SPIN. The SPIN is a unique number assigned to each carrier by USAC. The SPIN serves as USAC's tool to ensure that RHCD funds are directed to the correct telecommunications carrier. Once USAC establishes the SPIN, the carrier's name, contact information, and SPIN are forwarded to RHCD to confirm carrier eligibility. Telecommunications carriers will need a SPIN to complete Form 468.
